Surprises. When you're planning that "trip of a lifetime", surprises are not something that you like to receive. Unless of course the surprise you receive six weeks before your trip is word from your travel agent that the Category D cabin you booked was just upgraded to a Category B, at no additional charge.
Most experienced luxury travelers understand that one advantage of dealing with a top producer is the potential to receive a surprise upgrade. If upgrades are made available, cruise lines will often reward their top producers for their loyalty.
Remember: Unless you receive a promotional fare that includes an upgrade at the time of booking, no agent can guarantee that they can deliver an upgrade because "cabin availability" and "how full the ship is on that sailing" are factors that are beyond their control. If anyone overstates what they are capable of delivering - run, don't walk in the opposite direction.
